Disabling some country formation

Basically I want to do some personal modding and stop some countries from being able to form certain countries. Now from the looks of it the easiest thing to do would be to add an additional:
NOT = { tag = country of choice tag }
to the beginning of the file with all the rest of the specifications like that. So would that work best?
