So im getting pretty aroused by my Carthage campaign, its all the brown men, but i noticed i could only build ships in Carthago itself.
Is this intentional?

It's not racist, he is making a statement that he is attracted to black men, what if he replaced the black with white? Anyways, quite a lot of Carthages african cities are underdeveloped. I think you may have to go up 1 or 2 levels to be able to build them. I think the only ones which start with ports is Carthago nova, Malaco and ofcourse Carthage.
Sebastos if you look under the original post you will see that it has been edited by pontifex maximus recently to get rid of the racist comment. What is above now is acceptable.
Also yes Carthaginian city's are underdeveloped dock wise in the early game.

By brown men, i meant Numidians. I just forgot their names.
I thought maybe the Numidians couldn't built boats.
Anyway, apart from the city of Carthago itself, i can't build ships anywhere else, even with the dockyard. Whats the hippy hap?
Im about 100 turns into the campaign, so it isnt that i haven't built the right buildings.

Yes ive built a damn naval base.
Im not taking pictures of everything.
Just take my word for it.
The only building that enables me to build ships is the unique harbour building in Carthago itself, the big round harbour.
Well, you left out an important piece of info....mainly, that you are playing the one-turn campaign. There is an error in that campaign with Carthage's ships. It will be fixed in the patch.
If you want to fix it yourself, remove these lines from the end of Carthage's ships in the port buildings:
and not hidden_resource area3 and hidden_resource r6
