Varangian Guard : Recruitable?

I've finally gotten to the point where I can recruit byzzie elities in Constantinople.

But cannot recruit Varangian guard. What needs to happen?

2. You need the last town hall building

I'm not sure, but it's when the late campaign starts, something about 1220

Just so you know, the Saxon Axemen represent the earlier Varangian guard, the Varangian guard unit represents the later Varangian guard with better equipment.

IV Lateran Council took place in 1215, so just before the Late Era beginning...

Hmm. I played through that date, but still nada.

Do I have to hold a certain province? I no longer have Yalta/Crimea; as the Kievans took it from me.

Are you sure, you have the last town hall building? Or maybe you're playing with 6.3 without fixes, and disabled RR/RC ?

townhall, thats where the varangian varangs are recruited

Yes, townhall, barracks would give you kastrophylake as a new unit
