A very good sugestion made a long time ago by Lordinquisitor concerning unique faction gameplay:
OOTMM
-Gameplay like the apaches in the america campaign. The goblins should get new buildings, units and technologies for killing enemy units or plundering towns.
Isengard
-Isengard should get more diplomats, spies and "priests" than the other factions, save mordor. Isengards power shoulnd`t focus simply on military might, but also on witty diplomatics and the slow corruption of others.
What do you think about the idea of some factions having more epathis on non-battle related gameplay features like those above? Or perhaps some factions relying more on mercs than traditional troops?
This would also fit better with the lore for many of the current factions, like orcs being scavengers, isengard relying on mercenary bandits to counquer the shire, mordor relying on spies and corrupters etc.
