Yes. There is also the optional add-on "Wars of Men", but it doesn't include any new features, just (quite) harder faction-specific campaigns and intro videos.

ok i installed it and when i try to run it i get "cannot find steam" and then i press ok and it brings up the steam webpage

If you're using Steam, then you have to create a new shortcut for BI, and then go to the advanced launch options and add " -mod:bi/ci -show_err -nm" to the command line.
