Ok read this tutorial it will tell u how to add a new culture.

And about shifting a faction from one culture to another is simple just open the descr_sm_factions.txt file in your mod and for a particular faction change the culture to another(if it exists).
Like for england i have changed like this:-
Spoiler Alert, click show to read:
    Code:
    faction england
    culture northern_europeansouthern_european
    religion catholic
    symbol models_strat/symbol_england.CAS
    rebel_symbol models_strat/symbol_rebels.CAS
    primary_colour red 215, green 0, blue 0
    secondary_colour red 255, green 210, blue 0
    loading_logo loading_screen/symbols/symbol128_england.tga
    standard_index 12
    logo_index FACTION_LOGO_ENGLAND
    small_logo_index SMALL_FACTION_LOGO_ENGLAND
    triumph_value 5
    custom_battle_availability	yes
    can_sap no
    prefers_naval_invasions yes
    can_have_princess yes
    has_family_tree yes

But u have to check if for any traits and ancs and alter them as well if you don't want them to be added to england once you change it's culture.

    Thanks for the culture thing
And with AOR it is a unit currently an AOR unit, but i want it to be possible to recruit it anywhere.

Are u talking about a particular merc unit like they are recruitable in say Toulouse and so u want that unit to be available throughout the map.

But here are two tutorials to make u understand the whole thing:-
    Tutorial 1
    Tutorial 2

And i think the only way to do is check the hidden resource for that unit and add that resource to all the regions in the descr_regions.txt file.
