Do you mean like changing a Huge City into a Small Wooden Castle (can't remember the term at the moment)?

There is no way that I know of doing so.

No way to do that with console... Use add_population 5000 if you want increase population of settlement...

add_population 4000 is maximum. Anything over, it just makes it 4000.

The Console Way: add/remove population as appropriate. decide what type of settlement is required with the convert town/castle option or vice-versa, then use the process cq cheat to build all the stuff to bump you up to Huge City or Citadel level.

A liberal sprinkling of 'add money' will ensure funding is never a problem.
