Does anyone know which of the St. Steel submods has a campaign that allows to play with more advanced units and higher level buildings from the very start?

Do you mean 1450 campaign which was in RR/RC compilation? Since it starts in 1450, most of the units will be available from the start and the campaign starting year is very late (1450)
