Empire no longer works

I originally had Empire Total War running on my pc working fine. But then all of steam was uninstalled from my pc. I have now reinstalled steam and reinstalled Empire. But now every time I try to run Empire it loads up the Empire start up for a few seconds and then it comes up with an error message saying Empire has stopped working. How do I get Empire working again. If it makes any difference I think I had the mod Rights of Man installed on Empire when steam was uninstalled.

Any help would be greatly appreciated.

Try uninstalling Empire Total War, and remove every file related to ETW. Reinstall.

Then verify your cache integrity.
