When??? it really matters a lot. In the beginning Morgoth hands down. At the end Morgoth doesn't even rate a Vala to bring him down. They send Eonwe and Morgoth cringes before him.

In Silamarillion, it states that Melkor (Morgoth) was the mightiest of the Valar...if the Professor says so, I find no reason to doubt it.

In the beginning none could match Morgoth, he put so much of himself into the creation of Dragons, trolls, and all the other things that plague Middle Earth, screwing up Arda's very order of nature (The marring of Arda) that he ultimately becomes Carnate and is weakened so that Eonwe frightens him into submission. Morgoth near the end was even afraid of a pissed Elf King.

In the beginning he defeated all the Vala together. In the End they could have swatted him like a fly.

The Professor said all this as well.
