Can you raise the taxes? Otherwise you have to dismiss your troops or conquer some enemy cities and sack them.

    1) Don`t build markets. They only pay off after along time. (It might still be worth to build them; But only once the money is flowing.)
    2) Keep only a little garrison in each city; Only enough to fill all free upkeep slots up.
    3) Place your capital in the middle of your kingdom to reduce corruption.
    4) Use as many generals as possible in battle. They are killer machines.
    5) Try to take valuable cities like moria.

Where is your capital? if it is at Imladris move it to Mithlond or Elos Tirion. Knocks out the corruption penalty.

Use free garrison units. Don't have too big armies. Raise taxes when needed, but this is for short term only. Don't fight too many wars at the same time. Use archers when you're playing with the Noldor. Your capital should be Mithlond from turn 1. Sack enemy cities. Sell map information and trade rights. Strenthen your economy.

I tend to disagree about the taxes part. My unit producing cities are always on low; For i need the population to upgrade the city and to build better barracks.

Many settlements, however, are small and never will see serious action even if you set them to low. Usually i set the taxes in those settlements to high, because the population isn`t worth it in such settlements.

Also, don`t forget that generals might acquire bad management traits when the taxes are set to low.

Raising taxes is for short term, when you'er desperate for a few turns. For long term medium or low taxes are best.

I have 1 unit garrison in the cities, and trade rights with all factions, The place of my capital is far from the other regions. Mybe this is why i'm loosing big money in corruption.

Also, you know, elves aren`t really supposed to have more than one army. Actually i`d say you don`t even need one, unless you are far into the game and big things (trolls) show up.

    expand and loot and ransom!!!!!!!!
that's really the best way, far better than try to conserve or build economic structures (maybe farms are necesarry, and maybe roads)
if your not using your armey for expanding, that armey is worse than useless

...don't 'employ' more generals (you know, the ones that pop up as benefactors etc). They cost oodles of dough.

    WhenToTest GovernorBuildingCompleted

    Condition GovernorLoyaltyLevel = loyalty_disillusioned
    and GovernorTaxLevel > tax_high

    Affects GoodTaxman 1 Chance 75
    Affects GoodAdministrator 1 Chance 5
    Affects Sane 1 Chance 2
    1. Know how to breed a Good Statesman. Aim for the "GoodTaxman" trait for all your governors (there are other traits a good governor should posses; read this guide(which can still be applied to TATW): http://forums.totalwar.org/vb/showth...ct-statesman.& . GoodTaxman is probably one of the easiest traits to get, &, IMO a minimal prerequisite for all good Statesman. You get 75% chance getting it upon building completion, when your tax is set at V.High and settlement loyalty is disillusioned (settlement has blue face icon). Its a self improving trait too once you achieve the first level in it. At Taxman3 you get 30% more form taxes= huge income boosts. With a good Statesman breeding program your economy will flourish.

p.s. you might have to move garrison troops out of settlement to reduce loyalty to a (blue face) during that turn. Make sure you save before trying it so that if you don't hit your 75% chance you can reload and try again. Or just change the trigger to "GoodTaxman1 chance 100" for 100% chance when all the other triggers are met to save you from reloading.

    2. Remember that a lot of traits are gained during the turn a building is to finish construction. So during turns NO building is to complete keep taxes low for population growth. High population = more income. In the long run income form high population will surpass income gained form keeping taxes at very high levels and therefore also stunting population growth. Low taxes also give chivalry stars which offer further benefits for Statesman (see guide).

    3. Roads, Farms, Markets.
