In Third Age: Total War, Sauron and the Balrog are in 1 man units. I know this is done by making them elephants, but they are able to stay 1 man even on huge scale. So I'm wondering, how is this done?

Guess the multiplication factor doesn't work too good with low numbers. Have a look in the EDU entry and check what might be different. Concentrate on cavalry (mount) entries.

If you do a search you will find multiple answers quite quickly. There a couple various ways, but they all work the same.
