Focus on recruiting them from one city to get a Theologian's Guild. With that guild and a good level of church you can more or less recruit cardinals. Sending them on conversion missions to places of low Catholicism is a good way to gain piety quickly.

More importantly than just sending them to convert heretics or building them in cities with Theologians' Guild...
Send them to Islam. (Africa/Middle East) Holding groups of priests in enemy religious territory raises their piety quickly.
If you send one or two alone, they have a high probability of being converted or mislead by other religions.
This is the strategy (sending large congregations of priests) I use and the Pope and every cardinal but 2 now come from Portugal (me). The pope has even marched out a crusading army to help defend my lands.
