    Default Scripting.lua & Territorial Expansion

As the territorial expansion penalty seems to be a hardcoded issue from what I've seen reading threads on it here, I'm wondering if it's possible to modify it through scripting.lua. A means to reduce the penalty for certain / all factions each turn in addition to the usual reduction over time... would certainly be useful I think.
    Clear ether!

I just discovered today that territorial expansion is not hardcoded. Details here. I don't think scripting.lua has access to that, but a simple mod file for db/diplomacy_attitudes_tables will do.
