install error: temp file cannot be found

so... I am an administrator on my computer. Every time I attempt to install any segment of the game, I get this error message partway through:

"Source file not found:
C:\Users\----\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\ONW9AW7C\RS21.cab. Verify the file exists and that you can access it." (note: dashes are my account name, which I didn't feel necessary to reveal... unless, of course, you tell me it is).

I am downloading it onto a copy of RTW on steam. I also have Vista. I have tried to put the files in a separate folder and then cut and paste them where they need to be, but I still get the error message. Anything else... I suppose I should mention that my install is clean: I just uninstalled and reinstalled a moment ago. EDIT: RTW 1.5, BI 1.6, Alex unkown, but that's not where I tried to install it (and it's a separate folder on Steam). Please help!

...and by the way, if I wish to run RS2 on Alex, do I install/paste the files into that folder, or still into the RTW gold folder?

I don't know whether it's worth mentioning, but... the error message comes up saying the location of the installer itself: I tried downloading the installer into my user instead of just running it, and the same error message came up, only saying C:\Users\----\RS21.cab instead.

Just realized: is there, by any chance, a particular order in which I need to install the (edit) different parts, perhaps?

OK, I think I figured it out now, just a noob mistake... sorry all if I wasted any of your precious time.
