From the previews I was led to believe that a fortified/economic city had the same benefits of both fortified and economic, with no penalties. I could be wrong, but that is what I thought was the case
No, you can't go back. The buildings are purposely indestructible so that players can't build them to get something, and destroy them when they are no longer necessary. Besides, there would be no benefit to doing what you suggest. The building tree gives you these choices, a settlement path to follow...either economic or fortified....and then a choice to 'merge' these two types into one....the 'Fortified and Economic City'. This is expensive, but it creates a very powerful city in the process.

My rule... if it has mines go economic. No resources go military. Strictly speaking I've had great success with a 5:1 ratio. Then again you can raise an entire stack in 2 turns but it takes alot of wealth to support it.

Is there somewhere described what actually economic or fortified forus brings? because it is very much confusing...
Slightly off topic, but I just got to the point where I am starting to specialize my places into economic and fortified areas and I was wanting some advice. I'm playing as Rome and probably have about 18 areas and was wondering if there was any kind of general rule or ratio or economic to military cities, if some cities are better off one way or the other, and if so which tend to be which (just talking about Italy here). I've already been building up Italy's infrastructure and have a decent spread of military, early economic (tier 1 is mostly done, and some tier 2 as well), and public order buildings in place throughout.
There is no suggested ratio of economic to military cities. The main reason is that there are so many combinations of buildings it's still possible to have a militry city that has decent income. Also later in the game you can upgrade either one into a 'Fortified and Eceonomic' city.
A lot can also depend upon the resouces available in the region. If you have a region that has gold and siilver you may want to concentratre on economic.
Some regions are richer than others.

Well, trade depend upon regions and factions to trade with. With sea trade it depends upon another port having the capacity for a trade route - either there isn't a port or exsiting ports have all thier trading routes taken.
Also you can lose a sea trade route if the port you were trading with is blockaded.
The advantage of a port is not immediately obvious.
You need to keep an eye on the 'trade screen' - which is available from the settlement details screen.

A quick question.
I too wonder what consequences choosing between the two will have for the future of my empire. I have not yet triggered the Marian reforms. So, I am lead to believe that if I choose the economic path then I can only build up to medium sized 'barracks'. If this is the case then does that mean that I can't recruit a certain numbered legion from that city once the reforms have happened?? And I am not sure what legions come from where so I don't want to permanently stop myself from being able to recruit a numbered legion in the future.
Somebody please tell me what effects the economic path does once you have had the Marian reforms please.
Well yeah you won't be able to train legions in economic cities. However you will if you upgrade your economic city to a "Fortified and Economic City"
It's expensive but you get all benefits from both sides.![]()
