Odd thing with Spartan unit rooster

How many turns does it usually take for AI Romans or player to reach imperial reforms coz i noticed some unit in Spartan rooster that can do testudo. So Spartans can get it before Romans???

Well each faction campaign has it's own script.
And Sparta can once they are able to go towards the higher buildings.
The script isn't for Rome, if playing the spartan faction.
So the idea is concentrating on Sparta alone.
Will Rome get it before or after? Who knows, depends if their building tree is in line for it.
And also how fast you are to build your next level of units by having that building.
