Roman cavalry buildings

Ok, so without a building guide, I am struggling with trying to figure out what buildings and paths have to be followed to get the units I want. At the beginning of the Roman campaign, it looks like Roman cavalry can only be recruited in Rome.

I have checked and rechecked building descriptions to try and figure out how to build a basic stable in some other Roman city that will produce Roman cavalry. It is just not clear to me how to get there.

Anyone figured this out yet?
