I have had exactly the same issue.
No traits or anything making him worse, he just cant move..
Firstly don't bribe. Could be that he's old. Post a screen showing all of his traits.

I've seen that when generals / family members get very old they lose a lot of movement points - to the point that they don't move very far at all.
As apple has requested - please post a screenshot showing the retinue etc.

As he has some decent management skills I'd put him to work as a governor (the closest settlement maybe).

You can recruit generals in RS 2.
You should be able to do that in your capital.

If you bribe generals they don't become family members. A general can perform some heroic deed and can be adopted into the family - there will be a window pop up asking if you want to adopt them.
In order to increase your family size keep the family as governors of settlements and not as generals. They don't tend to have children otherwise....
