Default How do I trigger the marian reform for Seleucia?

I play Seleucia in my first RTR campaign. They were my favorites in vanilla so I figured I'd play them first. One of the reasons I chose this civ was the description "Powerful selection of phalanxes, heavy cataphract cavalry and elephants". (emphasis mine)

But I can't make any cataphracts. The closest I get are the Agema in the territories I conquered from Parthia and Bactria. Do I need to wait for a Seleucian marian reform? In another mod there is a trigger when you lose a battle against bactrian or parthian cataphracts. There is a hint in the game that Xystophoroi will be replaced by kataphractoi:

"The xystophoroi are a heavy cavalry force armed with a 12.5 foot long lance called an xyston, a shield, and a mail shirt. The xystophoroi were replaced by the kataphractoi, by Antiochus the Great, around 210 BC."

However, I can't find any description of seleucian kataphractoi in the descr files.

Since the description in the menu says "Powerful selection of phalanxes, heavy cataphract cavalry..." they should be able to get. Are they? If so, how do I get them?

I already eliminated both Bactria and Parthia and the year is 201 BC.

You have to wait until Rome upgrades an Italian city to it's highest level (excluding Roma itself).

I got it in the year 199 BC. Not sure if it was the Roman faction that triggered the event, if it was because I entered the year 199 BC, or because I had several battles against Roman infantry (Hastatii, Principes and Triarii). Whatever triggered it, I can now produce Agoraspides legionarioi and Kataphraktoi. (They will start coming out of the barracks next turn...) I did not get any message about the Marian reform, but perhaps the non-roman factions are not informed?

Only the romans can trigger it. It doesn`t really matter who upgrades the city by building the imperial palace I think, but the moment the romans get that under their control the revolt should trigger. There`s no other way. If the romans get destroyed before building an imperial palace in one of the italic settlements then there`s not gonna be any reform(for anyone).

Would it be possible to use the add population cheat to bump up the population of Roma and an Italian city like Capua or Arretium until you got the Romans up far enough to trigger the Marian reforms? Has anybody ever tried this?

The important part is that the romans actually build the imperial palace in one of the required settlements(Roma not being one of them btw).
