Unfortunately we cant, it is (that I know of) Impossible and the best thing you can try to make sure that a settlement does not get those buildings is "add_population Settlement name and then either + or - for how much people you want to put in to or take out of the settlement"Guide to M2TW cheats - Total War Center Forums this will also help.

I want to demolish them, because the imperial palace in the Palatinum is only located in Rome, and the conquering legions colonizate the invaded land, so for giving it a more historical touch i refuse to build an imperial palaca in the province of Judea (for example) and like to replace the palestine governor palace for the roma governor place.
