I think it isn't normal.
It runs smoothly for me (albeit without shadows) and my comp is probably as old as RTW. And only has 1GB of RAM.![]()
I'm having what sounds like the same kind of problem, with an AMD Phenom II, 8MB RAM and Radeon 5700. Loading takes forever, game plays okay until end turn, then each non-player side seems to take awhile (or, at least, longer the RS 1).

depends really more on the graphics card, ram, and what unit detail levels you play on. a good way to decrease lag is have unit detail on high as on very high the game renders them in 3d for infinity, while on high after a certain distance it engages their spirtes which are 2d and so hard on your computer
Also with RTW if you have a multi core system you are only using one core so RTW is not using your computers full capability so not as good performance as you would like.
try disabling the anti-aliasing in the game and enabling it in your Graphics-Card Settings Program.
Also set the unit Detail from "Ultra-High" to "Super-High"
It's an old game. A very good PC (multi core and powerful GPU) is not really used by the game.
Where does it lag - strategy campaign.
What graphic settings have you selected?

Well in my vanilla It doesn't lag. In the mod, It lags, why does it lag?

Because any mod has better skins than vanilla RTW. Not just units but vegetation and buildings.
There are a variety of settings you can use to descrease the load on your PC.
Have a read under the 'Performance' heading in the install instructions - it's there for a purpose.

Because with this mod they have added so many things the original game did not have like 28 or so differnent legions and all those changes takes alot of ram and time to process you could change your video settings or get some more Ram
turn dust/smoke effects off first and see if there is some change and if it doesn't stop lagging then try turning shadows off........... the dust/smoke effect seems to have the most lag effect on newer computers but .....shadows and dust is nothing fancy... just turn it off and it will probably lag NO MORE![]()

There are infinite settings to play with. I'd have a read of the 'Performance' tab first in the release thread as you may be able to turn up the vegetation if you do.
I think it you don't use unit detail at it's highest there are some savings there - at the highest settings the game does not use sprites so that can slow it down a bit.
Basically, with the current settings it's possible to have the settings in such a way as to shag most PCs - hi res vegetation and high res units etc...... You can also change the grass draw distance in the preferences to make a PC run even slower (it draws grass further away from you).....
I can certainly bring my PC to it's knees with everything to the max (I have a pair of GTX295s in SLI and play at 2560x1600 on a 30" widescreen monitor).
