Help in FOE

After the new patch I'm having a hard time holding on to cities even with massive armies and capable leaders garrisoning the city. i cant even attack because my cities keep revolting. Is this a glitch or is it supposed to be this way? How can I hold on to these cities!

Have you taken the surrounding minor regions? They help integrate your culture into the major regions and make it easier to hold them until government can be established.
