Default recruitment in 6.3 not RR

    VERY CONFUSED!

Sorry i know this probably is mentioned but i am REALLY struggling to get my head around the recruitment in settlements with the War Council Trait. I think i have the idea....but i dont quite get it..... So i have a general with War Council Trait. I stick him in a castle and i can produce professional units. maybe. Yet i want to build catapults in a town. Yet the generals i stick in there cannot achieve this for some reason.

I have picked up that the King makes order traits which applies to all generals but i cant seem to work out how to get this part of 6.3 to work. i love the idea but i clearly do not understand it.

Can i only have one war counselor?
How do i get more War Counselors?
Why are my generals so poor compared to other factions (Is this me doing poor trait management?)
How can i build professional units MUST i have a war counselor in the castle?
ARe there other traits that enable good troop production?

I have played about 100 turns with England and the quality of units and me not fully understanding the traits system has forced me to ask some questions! ?

PS i am new to SS generally!

    Thanks all.

The title is misleading. Should be, problems with bgr. Therefor, it belongs in the bgr thread, because more people there know the answers
