Part 1 and 2 can be performed in any sequence - part 3 should only be done after the first two are completed.
1) Preparing the install
In order to install RSII you need to have a working vanilla (unmodded) RTW install. That install can also include RTW BI and RTW Alexander.
All should be patched to the correct level: RTW to 1.5, RTW BI to 1.6 and RTW Alexander to 1.9. If you are unsure of the version that you are using the real version number is shown in-game on the top right hand side of the options menu. You should be able to run each game to check this.
AS RSII 'breaks' RTW we suggest that you install into a new folder rather than the existing 'Rome - Total War' folder. Simply copy the 'Rome - Total War' folder to a new location.
We suggest that you copy it to a location other than C:\Program Files (x86) as this is a protected folder with Windows Vista and 7. We also recommend turning off User Account Control (UAC).
The following is a clean RTW 1.5 RTW 1.6 install that will be used as a base for a RSII install:
2) Downloading the installer files
There are four files required to install RSII onto your RTW install. There are three large data files and a small installer program.
These should be downloaded and placed into the same folder (or desktop).
The files should be uncompressed into the same folder. The result will then look like:

3) Running the Installer
Once you have prepared the RTW install and downloaded and uncompressed the installer files you can run the installer process - simply run the 'RSII istaller.exe' file.
The following are some screens that show what will happen.
The first window is a 'welcome to the RSII installer'. To install the mod simply select 'Next':
The second window allows you to point the installer at the location of the RTW install you have prepared for RSII:
In order to select the folder you should select the browse option and select the game location from the pop-up window:
Once you've done that the installer itself will start. The first window that appears will look like the following (except that it will be part 1 and not part 2):
There can be a delay between the window appearing and the copy process starting.
This will happen for all three data files in the installer - there is not a delay before parts 2 and 3 start the copy process.
Once the files have been copied the following window will be shown:
You should now have a working RSII. The following is an example of the folder structure after the install (this one has the RTW Alexander exe in it):
A new desktop icon should have been created called 'Roma Surrectum II'. As RSII uses a launcher there is no need to add any switches to this shorcut - that can be done on the launcher.
Simply run the desktop icon and the RSII Launcher:
