You talking about After Elrond in TATW? Or as in the third age in general?

Elrond was the only one who had the right to claim the throne (his grand-grandfather was Turgon), but he chose not to. So...

Gil-Galad was the last High King of the Noldor. Elrond would have been the only one who could have claimed the title or else maybe Galadriel. They chose not too, it's better I think that way, the Golden Age of the Noldor was over, the only remaining Noldor lived in Imladris and Lindon.

Oh, and Thingol and Celebron, they can't be High King over the Noldor since they are Sindar, and it's not needed to creata a High King of the Sindar title for only two kingdoms with some Sindar remain; Lothlorien and the Northern Mirkwood Elves, mixed up by Silvan and Sindarin influences.

A High King of the Elves was in the times the Elves were still great and powerful, in the First and Second Age, their empires powerful and with great cities.

No, women cannot become 'King' (Queen) of the Noldor (or any Elves, for that matter). Remember Thingol, Beren, Lúthien and Dior 'Eluchil'.

They chose not too, it's better I think that way, the Golden Age of the Noldor was over, the only remaining Noldor lived in Imladris and Lindon.
There were a few with Galadriel and Celeborn in Lothlorien, I hope?

Very few, as you consider Celeborn is Sindarin

Maybe he is Sindarin, Tolkien later gives an entirely alternate history for Galadriel and Celeborn and flatly states that he prefers it. I sometimes wish CT had never published the Silmarillion because his father was decidely unhappy with it but had not updated the packaged writings at the time of his death with his new materials. The Silmarillion is a rough draft and was never meant to be published in its form by JRRT.

Among other things changed, origin of orcs, story of the Sun and the Moon, parentage of Gil-Galad, Elves continually morph into more formidable beings, power of the Elessar jewel in which it becomes the forerunner of the rings, Balrogs, damn you can go on and on.

Not really accurate. Finarfin held the position as High King of the Noldor in Valinor from the moment he returned there and repented, he did not "inherit" it from Gil Galad.

Galadriel was of the eldest line of the Noldor nobility. She was the daughter of Finarfin, and cousin of Fingon. Who was Gil Galad's father.

Unlike Elrond. Galadriel had dwelt in Valinor before the first age of the sun had begun.

However. Elrond could claim descent from The Maiar, the Eldar, and Men.

I'm pretty sure that it would be Elrond. Never heard of a high queen, and if i remember correctly it's said in one of the appendixes, that Elrond was the heir of Gil-Galad, through his connection to Turgon.

    Not entirely certain however.

Are Elf High-Queens strictly forbidden anywhere? Or is it just that there hasn't ever been one yet?

If there can be a Queen then Galadriel would seem to be a strong choice. If not then Elrond is tempting, but his claim also comes through the female line (Idril) so it may fall under the same rule.

I typed Celeborn to make clear what I meant, in case anyone doesn't know Galadriel! Unfortunately, they wouldn't have been able to answer my question then.

It is in one of the HoM-e books, the Noldor don't choose women to lead them.

None of them since the most rightful (Elrond) refused.
