Not one actually I believe (at least in my campaign when I built an imperial palace in Italy it didn't occure, only when I built one more in Carthage it occured). I believe I also read in another thread that there's a minimum date of when the reform happens. I believe that only if you enter that minimum date, and build an imperial palace you'll get the Marius Reforms message, but I'm not quite sure about that..

I read recently that you just had to build an Imperial Palace somewhere and it didn't have to be in Italy, but there's been so much talk about this that I don't really know what to believe anymore. I haven't played a Roman campaign that's lasted that long since my first campaign so I can't tell you from my experience unfortunately.
get imperial palace and your good to go, I don't expand until i get the reformations because I find it irritating to slowly disband and recruit units and integrating them all together in to new legions..
