There are two extra sets of units in the Imperial Edition.

So, in total there were 15 additional units - plus a pre-order unit if you got your order in early enough.
As irishron has posted - the only way to use them is to buy the DLC to unlock them.

Only the Limited Edition has the 15 units (+preorder if you did it). The Imperial Edition only has the 10 Heros units.

Are you sure?! My Imperial Edition came with 15 units not 10. I think you are confused. Both the standard and the Imperial editions come with the Elite Regiment Pack Units, but only the imperial edition gets the extra 10 from the Heroes of the Napoleonic Wars pack. Plus AFAIK there is no limited edition of NTW just the standard and imperial versions, your link to the 'limited edition' gos to the Imperial edition page anyway![]()

I pre-ordered my Imperial Edition and I have the 15 units plus the 1 pre-order unit.
I don't have the 'Limited Edition'. On release of N:TW there were only two versions available for me to purchase - the 'Standard Edition' and the 'Imperial Edition'.
The two scans that I enclosed earlier are both in my 'Imperial Edition' game and were there when it was delivered.

Limited Edition is for sale in the US, Imperial Edition is for sale in Europe. They both have 15 units!![]()
Ah, thanks for pointng that out. I just looked at amazon.com and the Limted Edition is indeed made by 'Sega of America'. They also offer the Imperial Edition but that is imported from the UK.
I think also at the very start there was another version available in Austalia that had some metal figurines (or maybe just one of Napoleon) at some silly price.

That's because the five units are only available when the Imperial Edition is bought in a 'box copy' as the blurb states:
