Default Making cities or castles rebel anyone?

I am Russia and have let Poland take Kiev. I've sent priests to convert the population which has reached 94% but doesnt seem to go any higher. Im also using assasins to kill any Polish priests and also sabotage the church, but this doesnt seem to make any difference. Does anybody know anything else i can do to push Kiev over the edge. Also is there a way to make cities rebel without involving religion? I don't really want to go to war with Poland or anyone else for that matter. Cheers.

Well you can kill whatever family members are present, aside from that it seems Kiev may just need a good old fashioned siege. I think the AI gets bonuses as to unrest in it's settlemetns since I've taken settlements down to 0% public order with many red building cards, and the next turn they've had adequate public order. I've found this method very hit and miss and only use it to avoid war with allies or narking off the Pope. With Russia, you've not got a Pope to worry about.

You´ve done good so far to make the city revolt (with the conversion and sabotage), but in an obedient city, much more is necessary...
First off, more assasins (and sabotage ALL buildings that affect public order - Church, Town hall, Inn, the whole shibang. If they repair, just sabotage again!).
If the religious conversion is less than 100%, it´s probably due to influence of the church or too few priests. Send in two or three more, and the conversion should soon be complete. Also, if you encounter heretics or witches in the region, leave them alone. Heresy affects public order surprisingly much - just make sure it doesn´t get out of hand, like if your priests turn heretic and such...
Lastly, and most importantly: Spies! *fanfare*
Send as many spies as you can fit in the settlement, and some more if the others get "thrown out".
Spies affect public order greatly in your favor by spreading propaganda - and the more you have in a settlement, the greater the effect will be.
If the chance of success is low, train them up by having them spy on rebel armies and such.

Thanks for that both of you. Never considered using spies like that before, ive been playing this game for yonks. One question if my spies/assasins keep getting caught, will that spark a war? I know it does when you try and kill a General.

You´re welcome. Helping each other is what we are all here for.

Yeah, I first discovered that detail about spies out of sheer coincidence, and I have taken the opportunities since then to explore it further. I like to exeperiment with such things - you never know what you might stumble over ^::^
And yes, if your agents get caught/killed, it will either cause a declaration of war or lower your relations with that faction. It depends on the importance of their target.

Won't spies help? Like, putting a whole bunch of them in there? Used to work in previous games I think..
