Huge cities: Dol Amroth, Erebor, Umbar, Bree, Khand, Dale, Kelepar
Citadels: Minas Tirith, Barad-Dûr, Isengard, Moria

This is the one and only correct list:
Dol Amroth, Minas Tirith, Pelargir, Umbar, Mithlond, Rhomen, Barad Dur, Erebor, Dale, Isengard, Moria, Mistrand
You can't upgrade Annuminas to a huge city. This also is the case for Bree.![]()

So, if you were to want a settlement to be upgradable to huge city, you just have to add huge_city in the descr_region.txt file? Or do you have more editing to do?
And then reset a campaign for changes to take effect?

I thought upgrading Annuminas to Huge City was part of the Arnor requirements.

What's to debate?! Enter a settlement, click the buildings browser (the little icon with the magnifying glass on it) and at the walls section see what is available for it.![]()
Hmm, so I added "huge_city" for the Celduin province (Riverrun), restarted the campaign anyways, deleted the map file you told me to, and now Riverrun can be upgraded to a huge city. So, I went back to descr_regions and added "huge_city" for everything, including the rebel settlements. Went back and restarted the campaign, and the same cities can become huge cities (in Dale, it's normally Dale), and still only Riverrun. Everything else stays as a large city at most. Did I do something wrong? Does the map.rwm file need to be in the base folder while I'm doing this for it to work?

When you start the game it recreates map.rwm if it doesn't exist. You didn't mention deleting this file after you made the "everything" changes - did you skip that step?
By "start the game" I mean just that, not "start a campaign".
