Is there any way to edit the game's code so that one may play as the "Non-Playable" faction in historical battles?
Also, is there anyway to edit the code to allow for saved replays of historical battles?

Yes your able to play as the non - playable factions by going to(using Ascalon as an example)
Go to
Rome - Total War\data\world\maps\battle\custom\Battle_of_Asculum(it will show a file for every battle)
Then Click descr_battle
then cut and paste Seleucids so it should look like this
battle BATTLE_OF_ASCULUM
playable
romans_senate
seleucid
end
nonplayable
end
Note:The AI sometimes behaves weirdly in some battles if your playing as the non-playable side
