I came across this problem when I wanted to turn off grass, and it would keep resetting back to grass on highest detail.
The solution is actually fairly simple, (I presume the setting which is resetting itself is either grass or unit detail).
Go to C:\Program Files\SEGA\Medieval II Total War\mods\SS6.3\ you should see a default.cfg file. Open it using Notepad, find the line under [video] entitled unit_detail or grass_distance or another setting and either set it to what you want it, or remove the line.
Edit:
After you make the changes to the default.cfg file, in the file's properties, tick the "Read only" box (to preserve the changes).
This should work.
(By the way, the "No RR", option is bugged. You won't be able to recruit some units when you should be able to. But it won't affect your graphics issue.)

Well you can remove it, but it will reset to the default in game, where you should be able to change it in the video options from the in game options (the ones accessed from the main menu).
But there shouldn't be any problem with it being left there, just that it becomes hard coded, so you can't change it from the in game options.
Play around, you can always re add the line (in the same place (under [video])), or change its value if it doesn't work.
Better set it to a number else it will just use a default value you have no influence on.
I would have thought that the game stores all the options in a file somewhere; and the ones you set in the configuration file are just overriding them. And when you change say the unit detail from "Highest" to "Lowest", the game writes to that special options file with the new setting (unless it's hard coded in which case it doesn't take effect), otherwise vanilla M2TW settings would reset every time you quit the game.
And where are all the lots of others options listed in the video settings stored then? (There's hundreds of them, just look though all the options in game.)

Don't read to much into my statement. medieval2.preferences.cfg is the baseline, default.cfg settings takes point if something is in there. Some options can be set manually with notepad that are not accessable from the ingame options. Can't remember seeing a "grass line draw distance" setting as specific as 9000, 1000 or 200 so thats what I meant with "no influence". Should have been, "not that influence."
