AI Gold armour upgrades....

I've just had a battle against the Parthians where one Parthian "horde" had all gold armour upgrades and that was possibly one of the hardest battles I've fought in any campaign to date. The Parthians with those upgrades are currently lethal .... the cataphract charges today were awe inspiring and they were able to route my Companion/Lonchrophoi cavalry much quicker than before and I was lucky to win - the stats make it look as if it was easy but it definitely wasn't.
I know its been discussed before and I understand the reasons for currently not having the ability to construct gold level armouries but I think it only fair that the option to build those are available to the human player. The option possibly should be limited to specific cities for a faction and provide no additional experience levels simply to balance things out a bit.
