Peloponnesian War And Greek City States
I think it has probably been recommended but a mod that would include as many regions and factions as possible and a system to make the rebel settlements autonomous and possible for recruitment in a faction but with some form of autonomy during the Peloponnesian War would be awesome. Every city would be a faction (limited of course to the max factions possible), some cities would be in the factions and the others instead of being Rebel they would be autonomous and neutral and it would be possible to take them with you by conquest or diplomacy. I have many many ideas about features and stuff to be included to this mod but the possiblity is that most of them even if the mod is created would be impossible to do... If someone is interested i can go on...
I have made the same proposal to the Medieval II forum, but if some team could start the project in Rome it would be awesome too!

Check out Hegemonia: City States and The Greek Wars: Total War. Both can be found in the RTW hosted mods section.

TGW is already out, while for HCS you'll have to wait..

I have read about these mods. If their modders would like a few ideas i'm in. But i think it would be best if it was a completely new mod although it's hard to make one.

Re: Peloponnesian War And Greek City States
The problem with your idea is that there's a hard-coded limit on how many factions there can be in the game, and that limit is a paltry 21. In TGW we tried to cover as many smaller city states as we reasonably could as their own factions, but that still leaves several gray regions, and once you attack one gray city or army (including those pesky brigands who pop up in your territory) you're at war with all of them. So the engine is not up to this task, though a game like EU3 or EU Rome would be more up to it. Local units can be recruited from specific cities or regions, and that features in many mods, but throughout the years I've found that most of my best ideas have stumbled upon hard-coded limitations (such as 'long walls' that would let a city survive under siege indefinitely - a must for an accurate simulation of the Peloponnesian War - can't be done, regrettably).

Yeah i thought so... I had many ideas for many aspects of the game but as i said many of them are really impossible. Do you have a site for TGW or somewhere i can read its features? And a general question, can someone add diplomacy options by some way?

Here's the TGW section: http://www.twcenter.net/forums/forumdisplay.php?f=1217
Also, take a look at Hegemonia. It's not released yet, but it's possibly the most anticipated mod for RTW: http://www.twcenter.net/forums/forumdisplay.php?f=99
I've never found a way to add diplomacy features, but I don't know if anyone else has succeeded.

I also think it's impossible. Even RTW has its limits in moddable aspects!
