If i make a ceasefire or allinance with a faction and a few turns later i want to attack them i get a message with (you dont have power to attack rome yet) what can i do?

Yes common issue already mentioned in the forums. you need to just go on their land and they will attack YOU. Then you can fight them. this will happen if you cheat and make peace with them.

It also can happen when using the Force Diplomacy script, however chance that some nations will leave you alone for long time is almost non existant.
