    Default buildings that reduce squaler?

cant you do that becuase it gets so annoying that the only way to reduse squalor is exterminateing the populance

You can prevent squalor by keeping taxes high, exterminating large captured settlements, avoiding farming buildings, avoiding hygiene buildings and avoiding temples which give priests with +farming attributes.

Squalor shouldn't be a problem though, especially with all the minor temples granting happiness. Just invest in happiness buildings and a spy in each settlement and squalor wont be a problem.

Doesn't that just keep population growth (and so income) low? My advice is (provided you are playing FoE) to ignore squalor and build the government buildings. Once you have secured the settlements, try and get population growth for a huge economic boost.

If anything I thought that the public health buildings reduce squalor? In any case, like CC says, go for the government buildings and all will fall into place

They should reduce squalor, but they don't and they increase population growth.

I tend to keep population growth slow until I have built most of the buildings at a certain tier, delaying the inevitable squalor or governors building.

I think they do, just not instantly. If I undertand, it takes a while to build up squalor and it takes a while before your City Plumbing gives full effect in reducing it. When a city grows 12% per turn, one can almost do nothing but marketplaces and government buildings (at least in Seleucia, you must upgrade the agora to be able to upgrade the government buildings), but even when the city has 30 000 people and no sewers squalor is not at 100% to begin with.

But it's abit annoying how long it takes before a settlement is fully developed. I play Seleucia and took the Pakistan/Indian settlements quite late. 20 years later, I still have issues with squalor and unrest and I still haven't been able to upgrade all "happiness buildings" (including the phase n buildings). I have the same problem i Thracia where my settlements grow 12% each turn. It's impossible to keep pace with population growth.

Luckily, the already hellenized Macedonian settlements only take 12 turns to get ready to produce troops (phase I-III).

But one way to reduce growth actually seems to ignore the hygiene buildings. When those settlements get large enough it seems that they always "get the plague". And I'm not referring to the historical events. Once a settlement is riddled with disease, you can move a spy or general in and out through neigboring settlements to deliberately spread the disease and keep growth down.

I thought that was just in the vanilla game - I thought that for mods such as this the effect would have been corrected. I really don't know though

Eh, just ignore it. As long as you have enough happiness/law buildings (and a decent governor with high influence/good virtues), squalor doesn't really hurt that much.

Of course, in the case of barbarian cultures with their limited choice of public works, things are more difficult.
