What are these Romans doing? I didn't think they went past rebel citys to get to their enemies. I swear they weren't their the turn before but i'm probably wrong. (The city they are by is owned by Epirote.)

Speaking of bribes, is it just me or is it very very very hard to bribe people these days? I mean, to bribe a rebel general with say a couple of units I usually find I need well over 100k, and the funny thing is, if I have 100k he will say no, but say I have 1 million, he will settle for 100k or so... which is annoying. Is there any reason for this or way around it?
Oh thank you, I didn't know that if you bribed you get the troops, whenever iv'e done it i haven't.
