If you are going to take into account all deeds done by every country, then no country can truly be seen as useless. Cambodia is currently useless, but taken into historic account it isnt due to the Khmer Empire, which had much influence over its surrounding neighbours.
Mongolia is currently useless, but it was once home to the Ruler of all of Asia!!!

To summarize, we are discussing the usefulness of countries' CURRENTLY, not in a broader historical sense.

Besides if you are going on about historical importance, you should go after the people dizzing for example the Vatican and Malta. If it weren't for the Templars and the Maltese people succesful battle against the Ottoman Turks under Suleyman the Magnificent, Europe would have been attacked from yet another side (Valetta was built in the aftermatch to be impossible to conquer - it was funded by donations from Monarchs all over Europe). The Vatican held unquestionable power over Europe for centuries (IE the Crusades).
