You've not started the script properly. There should be some threads/posts with information on how to get it working.
Personally, I find the best solution is to completely delete all saved files and start a new campaign. When you start a new campaign, don't do anything for about 5 seconds. The advisor should pop-up in the top left corner, just click her and away you go.

Or you could just click on a city after starting a new campaign or loading another one, without terminating the script in the former game. Then the advisor pops up and you click on her to load the script. You'll notice that the start-date changes from 180 AD to 280 BC.

Make sure you click the advisor each time you load, not just the first time after booting up the game. For example if you end a turn and something bad happens that you'd like to undo (a random plague for instance) and you load a save with the express purpose of just ending your turn again hoping for better results, you'll need to click the advisor again after the load and before ending the turn.
