I don't think there is a specific command that makes the AI character to exterminate or sack settlement.
Generally Mongols do it in scripts so i reckon that using high dread increases the chances of extermination of populace. and if it happens then u make pop up a historic event on it.![]()

Well via CS u can use this command:-
"console_command capture_settlement York"
and try this example in your spawn script:-
