Roman Barracks Issue

First of all i'm not sure whether this is an actual problem at all or maybe i'm just missing something. The problem is, except for starting provinces (Rome, Apri, Capua, Ariminium, and one more I forget) I can't build any factional barracks, not even in homeland or expansion provinces. I can only build the levy support barracks. So I can build an army of hoplites and Hellenic archers in epirot but no roman troops even though I've had the province for about 15 years.

Help is appreciated.

But shouldn't I be able to train legions in homeland provinces which are no different than my starting ones? I mean I know the romans were strict on citizenship and all that but i'ts a homeland province not like it's to foreign or anything.

EDIT- Nevermind, don't want to seem ignorant i realize that at the time the romans wouldn't allow cities such as Taras who were predominately Greek and allied with Pyrrus to train soldiers. BTW, so far excellent mod EB team.
