Scroll down to the very bottom of the file and paste this for example:-

The problem with that is if you aren't playing one of the two factions involved they will send a diplomat to negotiate a peace deal.
Are u sure about this coz if u set the starting relations to -1.0 that is abysmal i doubt they will make peace until sort out their relations to like very poor or something.![]()
Was a long time ago when i did this but if IIRC that is what happened.

Just setup a Vanilla game with these settings and a peace deal was brokered on turn 9, so it makes it all rather pointless doesn't it.
