Why did 3/4 of my settlements just turn to 0 public order?

Out of nowhere 3/4 of my settlements with governors turned to 0% public order and then when I removed them they went back to normal...now I just have 10 govorners standing outsides provinces and my income took a huge hit...I am the Roman Empire with BGR running on hard but I've never seen anything like that before....I had my taxes on very high for a while in the beginning and a lot of my guys got 30% tax traits with negative public order but I don't know why it would just randomly turn to 0 in so many places like that...last time I ever put on very high taxes, apparently if the ruler is considered cruel then when your empire is too big everyone turns on places with govorners...shoud I just kill my dear leader?

Hmm OK so the next turn all of my places seem to have returned to normal...that was weird...

Might have something to do with the leader and faction zeal and such. I recommend asking about it in Bygs submod thread if after a day or so this doesn't get any tips.

I don't know if that trait is still in the 6.3, but in 6.1 there was a trait called OffensiveToNobles and if the leader got that trait some of the generals went "Rebel" (although not actual Rebels but no loyalty and no movement points)... check the generals traits to see if they have gotten a trait that says Rebel! or similair... also, check your faction leaders traits to see if he has something that incites civil war...
