how come i cart recruit roman spearmen i forget the name the blue ones it keeps sayin 1 turn left to recrument but i can never get them? am playin with rr off is this a bug or is it just me?

RR must be on and all will work.

RR off is currently bugged and in-fact you're limiting your game by ticking it off currently MORE than you would do if you play with it on.

However, if you're playing with BGR enabled then the likely reason is that you have no general present in the settlement to direct training efforts, and so potential recruits don't make it into the recruitment pool. If you put a war councillor into the settlement and wait a turn for him to establish his administration, you should notice the turn after that (i.e. 1 turn until recruitment) that the unit is available to recruit.

Some units require a % of religious support (Religious Order units), for instance as the Crusader States in Jerusalem you start off with less than 50% support but the ability to train Holy Canons of the Sepulcher; even with a war councillor present, it constantly says "9 turns until next unit ready for recruitment" until Jerusalem hits 70% religious support and then bam, count-down actually begins.
