I'm not sure, CA may have got rid of it in Napoleon because if you capture the region you have the option of Occupation, "Looting" or Liberating; the latter case will ensure that you give back the region to Hessen after you've subdued them first. So yeah, destroy 'em first; then you can make them your protectorate. Hope this helps!![]()

Post the diplomacy screen while you're talking to them. Are they allied to any of your enemies?

They are allied to austria and france both my enemies, but this was never a problem in ETW

Are they a Protectorate of someone else already? I'm not positive, but I thought Protectorates were 'fixed' so they couldn't make deals (peace or war) that were against their "owner's" interests.
Otherwise, you're correct -- Peace should be an available offer, although you'd have to get them to break their alliance(s) with your enemies before they could become your Protectorate.
A post of your diplomacy screen with them would be helpful, as klesh mentioned previously.

Open diplomacy screen, then enter discussions with Hessen, so options on the left appear. Hit SHIFT+PRINT_SCREEN buttons (simultaneously), then exit.
Open Paint or similar program, then PASTE, which will produce the screen-capture. Save it as a picture (JPG, etc).
Start a new comment, then upload the new picture-file as an attachment, and finally insert it into the comment. That's it, you're done...

To make them a protectorate after conquest, the last region you take from them needs to be their original capital region. Now, they are an 'independent' nation, and getting them to become a protectorate through normal diplomatic means will require an act of God.
You have to ask for peace, get the treaty, and then ask them to be your protecterate. They unsurprisingly usually say no, even for loads of money.
I thought your original problem was that you couldn't get an offer of peace on the table, but that seems 'solved' according to your screen-shot.
So, like I mentioned earlier, make peace first. Then you must force them, through diplomacy, to break their alliance(s) with any/all nations that you are currently at war with -- they will never become your Protectorate, or essentially be your ally, so long as you are at war with another of their current allies. At that point, the offer to make them a Protectorate should be available...
The only thing that I'm not familiar with is the concept that JAMiAM brought up, which sounds more like a bug that I've never experienced personally, and if true, it's probably a diplomacy-bug (i.e. can't be fixed except by CA)![]()

Yup, this is what I was going after.
Regarding the other point, I have managed to get a Protectorate by diplomatic means, but always one that was down to their original capital as their last region. I don't think I've ever tried to make a protectorate out of a faction down to an alternative region as their last region/capital.

The obnly way that I've seen to make a nation your protecorate is to take a settlement from another faction and 'liberate it' rather than peavefully occupy or loot. They immedistely become a protectorate.

Is because Hessen is a strategic point for me so I gave them Prague as their new capital, but I need is as a victory point

I find protectorates problematic in this game. The problem being that yr allies tend to attack yr protectorates meaning you either have to lose the protectorate and r reputation by failing to honour an alliance or you have to go to war with a long standing ally which isnt good either. I find a better tactic is to take a region, loot it then give it (plus a tech as a sweetener) to one of yr allies if you want to create a buffer zone betwee you and an enemy.
