Diplomat's in early campaign..

Hey guys. In 6.3 I am finding some factions have no way of getting diplomats early on both Norway and Lithuania start with no way of creating diplomats. Even worse for Lithuania they dont start with a diplomat at all (Norway starts with 1). And after taking surrounding cities I still cant build them.

What building allows the training of diplomats? It is making for a challenging Lithuanian campaign to say the least!

Town Halls should be able to make them. I seem to remember a similar problem involving RR/RC for Third Age Total War?

Get a large town and build a town hall

you can always open up the Building Browser from the city menu (one of the three buttons in the bottom of the city scroll) then browse through the buildings for every level of building...
