You will do this mod or you would like to play to such a mod ?
Concerning the medieval aread, Norway and Denmark are certainly more historical than Sweden and Finland. A faction must be a viable entity, an important power, not a local. Burgundy, britanny, Aragon or Bohemia are for example more important than Sweden and Finland at this time. But I can understand your frustration, the old vanilla map looks sometimes quite empty.
