Depends. In any case players should be able to mod the files easily to make all playable as in Rome or M2:TW.
What I didnīt liked about Rome or M2:TW was also that you were only able to play three (Romans) or five factions to unlock the other playable factions. Same in NTW where you can not play the Grand Campaign without Italy and Egypt.That was humbug. They should not do this again!!!
About unlockable factions: It has a reason why they are not playable in the first place.
The problem with them is that they are not fully developed and balanced, have no unique units, victory conditions or whatever. This might be a problem when new players decide to play such states and throw the game away cause the campaigns are crap.
So you can discover the game with one of ten or twelve playable factions and if there is interest just change some simple txt-files and play the unbalanced factions if you have the need.
In Napoleon you only had to start them (watch the starting vids, then leave). Who would advertise a game that advertises the ability to play as wesphalia. Its the British,French and Russians that get the glory.
