    Default Reforms...again.

    Allright.
    I am playing 7.0 campaign (besides others) and finally in about 178 BC I went to conquer Carthage with Spain being firmly under my control, together with almost entire Gallia and Greece.

    After quick strike with 9 legions from both Gibraltar area and Carthage city itself, I took 3 or 4 cities already in very fast manner. I also invaded that small rebel island in middle of Medit. However, I got Marian reforms.

    Which is supposed not to happen as I do not own all original Carthage settlements, I own 4 outta 8 of their provinces in Africa.
    I was holding on purpose those reforms so I could build up all my towns and now, I am about to recruit Imperial legions almost everywhere (I took Rome with pre-marian troop carnage, ork style).

    Aint it weird?

    Interesting that happend to me too- in 2 different campaigns I got also 2 results.
    1st campaign with a similar situation as "cze"- the reforms happened without the known conditions.- conquered only a few carthagic cities
    2nd campain was absolutely "normal"- the reforms happened after fulfilling all the "regular" conditions.

    Not really there is the possibility that one can get Reforms without taking all the provinces, if you recall I mentioned this before but its rare and most of the time the player is waiting for reforms. The whole Idea is to give time for the player to enjoy and conquer using the Legions rome used for that time period. Suggestion would be take the Provinces from Scilia and not coming from SPAIN, that seems to prevent an early reform.

    Oh yeah. Too late I guess now. I wanted to take entire Carthage first and leveling the palaces. Oh well, now i have 22 legions and numerous garrisons to replace. Long live full treasury!
