Re-working the Muslim factions somewhat, and if I may say so using RC/RR + BGRIV, will get you a long way. Historical characters? 1100 and AFR add them already.
Scripting has been taken about as far as it can go. RC/RR + BGRIV Early Era campaign script has almost 167,000 lines. It would be nice to simulate different governing systems further, but I would suggest BGR adds a great amount of depth to this area already.
In think that people underestimate the huge amount of content in SS.
